₹1.15 Crore Fine Imposed on Traffic Violators in Kishtwar

‘13,352 Public Services Delivered, Major Push for Road Safety & Welfare by MVD Kishtwar’

Kishtwar: In a sustained drive to strengthen road safety, curb traffic violations, and enhance public service delivery, the Motor Vehicles Department (MVD) Kishtwar has achieved significant milestones during the year 2025.

Working under the directions and overall supervision of the Transport Commissioner J&K, Vishesh Paul Mahajan, JKAS, and the Deputy Commissioner Kishtwar, Pankaj Kumar Sharma, JKAS, the Motor Vehicle department Kishtwar, led by ARTO Kishtwar Tasleem Wani, JKAS, intensified enforcement, awareness, and welfare initiatives across the district.

From January 2025 till the end of the year, ARTO Kishtwar issued 2,470 e-Challans, imposing fines amounting to ₹1.15 crore. During enforcement operations, 214 vehicles were seized and 498 vehicles blacklisted for various violations.

The department also issued 170 Driving Licence disqualification notices, leading to the disqualification of 112 Driving Licences, including cancellation of 13 licences.

Notably, 14 licences were disqualified for involvement in fatal road accidents as per the Integrated Road Accident Database, while 08 licences were disqualified in NDPS-related cases.

Further action included issuance of 90 Route Permit suspension notices, resulting in 33 Route Permits suspended, and 25 RC suspension notices, leading to 12 RCs suspended.

These actions were taken for serious offences such as NDPS cases, bovine smuggling, dangerous and drunken driving, overloading, non-functional speed limiting devices, overcharging, non-compliance with seat belt and helmet rules, absence of HSRP, plying without valid fitness, permit or insurance, use of mobile phones while driving, driving without licence, and other violations.

In addition to enforcement, MVD Kishtwar delivered a record 13,352 online public services during 2025 through the Vahan and Sarathi platforms, strictly within prescribed timelines under the Public Services Guarantee Act.

These services included issuance and renewal of driving licences and permits, vehicle registration and re-registration, transfer of ownership, fitness certificates, conductors’ licences, NOCs, and other related services.

On the welfare front, ARTO Kishtwar successfully settled 41 road accident claims, disbursing ₹39 lakh among affected families under the Jammu and Kashmir Road Accident Victim Fund.
The department also conducted a record 200 Road Safety Public Awareness Camps across the district and organised 10 Medical-cum-Eye Check-up Camps for drivers, conductors, and transporters.
A mega welfare camp for drivers was also organised, during which more than 200 drivers were enrolled under various government life and health insurance schemes.

Reiterating its commitment to road safety and efficient public service delivery, the Motor Vehicles Department Kishtwar stated that such enforcement drives and awareness programmes will continue across the district to deter violations and ensure the safety of all commuters, particularly passengers using public transport.

The ARTO Kishtwar has appealed to all vehicle owners and drivers to strictly adhere to traffic rules, maintain valid documentation, and prioritise public safety to avoid strict penal action and contribute towards safer roads in District Kishtwar.DD
