ADC Leh Inaugurates Technical Training Program for Mission Vatsalya Portal

Leh, DD, The Social & Tribal Welfare Department of UT Ladakh in collaboration with State Child Protection Society (SCPS ) inaugurated a two-day state-level technical training program focused on the “Mission Vatsalya Portal”, at the DC Conference Hall in Leh on May 16. The inaugural session was graced by the presence of the Additional Deputy Commissioner Leh, Ghulam Mohammad (JKAS), who served as the Chief Guest.


Addressing the participants, ADC Ghulam Mohammad underscored the vital role of various schemes dedicated to the rehabilitation and development of children in need. He emphasized the importance of collaborative efforts among diverse stakeholders to ensure the well-being of children. Furthermore, he shed light on crucial aspects such as the adoption policy, the Smile Scheme, and other initiatives designed for the holistic development of children within the community.
The “Mission Vatsalya Portal” is a significant initiative aimed at strengthening child protection, welfare, and development in the region. This technical training is crucial for equipping stakeholders with the necessary skills to effectively utilize the portal for better implementation and monitoring of child-related schemes and services.
The two-day program is geared towards achieving the following key objectives:

  1. To provide better services to the Children in Need of Care & Protection (CNCP) & Child in Conflict with Law (CCL).
  2. To provide a common platform for the stakeholders working for the Missing, Orphaned, Abandoned, Surrendered children.
  3. To alert stakeholders for timely and appropriate action through effective timeline monitoring.
  4. To maximize citizen participation and feedback through various channels such as web, app, and mobile (1098).
  5. To develop individualized care plans tailored to the specific needs of each child, encompassing shelter, health, education, and nutrition.
  6. To obtain financial status reports for timely budget allocation and to monitor the performance of service delivery structures.
  7. To review the Human Resource Management System (HRMS) and infrastructure status at various service delivery points, including Child Care Institutions (CCIs), District Child Protection Units (DCPUs), Child Welfare Committees (CWCs), and Juvenile Justice Boards (JJBs).

The resource persons for the training were Program Manager, SCPS, Abdul Rahim; and other officials of Mission Vatsalya such as Tsering Namgyal, Kunzang Dolma and Thinles Angmo.

The inaugural session saw enthusiastic participation from officials and personnel representing various departments and organizations actively involved in child welfare. This comprehensive two-day program promises to deliver in-depth knowledge and practical, hands-on training on the portal’s various functionalities and its instrumental role in realizing the core objectives of Mission Vatsalya.DD
