District Magistrate Kishtwar Tightens Grip on Terror Network and Criminal Elements: Two Detained Under PSA

Kishtwar, (DD)In a determined crackdown on the terror ecosystem and criminal networks operating in the region, District Magistrate Kishtwar, Mr Rajesh Kumar Shavan (JKAS), has issued detention orders under the Jammu and Kashmir Public Safety Act, 1978, against two individuals—one an Over Ground Worker (OGW) and the other a habitual offender.

The individuals detained are:

Rustam Ali Bhagwan, son of Fateh Mohammed Bhagwan, resident of Hunjala, Tehsil and District Kishtwar – identified as an OGW found involved in providing logistical and other forms of support to militants, and playing a role in reviving and facilitating militant activity within the district. After careful examination of the dossier submitted by the sponsoring authority, the District Magistrate found Rustam’s actions to be gravely detrimental to the security of the State. His continued involvement in unlawful and anti-national activities, despite existing legal provisions, necessitated his preventive detention.

Arshad Hussain, son of Abdul Wahid Sheikh, resident of Ward No. 3, Guryan, Tehsil and District Kishtwar – described as a notorious criminal and main accused in several theft and burglary cases. Multiple FIRs have been registered against him in recent times. His actions were deemed prejudicial to the maintenance of public order, and his detention was ordered to ensure public peace and safety.

It is noteworthy that since assuming charge, Mr Rajesh Kumar Shavan has adopted a zero-tolerance approach towards militant sympathisers and habitual offenders. Immediately after taking office, he issued PSA detention orders against five individuals, followed by another case, bringing the total number of detentions under PSA to eight so far. These individuals are currently lodged in various jails across the Union Territory of Jammu and Kashmir.

Speaking to media representatives, the District Magistrate stated unequivocally that no inimical element would be allowed to disrupt public order or hinder government projects of national importance. He warned that anyone found indulging in mischievous or unlawful activities would face the full force of the law ( DD)
