J&K Government Establishes ‘Sainik Sahayta Kendra’ to Address Soldiers’ Grievances

Dedicated Cell to Provide Single-Window Support; Officers Assigned for Streamlined Operations

Srinagar, (DD): In a major administrative initiative aimed at supporting soldiers from Jammu and Kashmir, the Union Territory government has approved the establishment of the Lieutenant Governor’s Sainik Sahayta Kendra—a dedicated assistance and liaison cell to ensure timely redressal of grievances faced by serving soldiers across the country.

The move is part of the government’s broader effort to enhance support mechanisms for personnel from J&K serving in the armed forces and paramilitary units. The Kendra will function as a single-window platform for receiving, processing, and resolving grievances submitted either directly by the soldiers or through their authorised representatives.

Core Functions of the Kendra

According to the official order issued by the General Administration Department, the Kendra will facilitate direct coordination between soldiers and concerned district-level civil or police officers for resolving service- or welfare-related matters. It will also follow up on pending or unresolved cases, ensure timely communication, and assist in matters involving land, pension, documentation, and other service-linked issues.

A performance dashboard will be developed to enable real-time tracking and monitoring of grievance redressal status, and the Kendra will submit quarterly progress reports to the Lieutenant Governor’s Secretariat for oversight and evaluation.

Offices in Jammu and Srinagar to Begin Immediate Operations

The Kendra will begin operations immediately from designated offices in the Civil Secretariat of Jamm3u and Srinagar. The Information Technology Department has been instructed to provide two data-proficient officials along with the necessary hardware and software support to ensure smooth digital processing of grievance cases and timely communication between departments.

To support infrastructure needs, the Estates Department has been tasked with arranging suitable office accommodation, furnishings, and utilities in both capitals for seamless operation throughout the year.

A detailed operational framework outlining roles, responsibilities, and workflow processes has been enclosed with the government order to guide implementation and coordination among departments.

Key Officers Assigned for Operationalization

To ensure smooth execution and management of the Sainik Sahayta Kendra, the government has nominated three officers, who will take on this responsibility in addition to their current assignments. These are:

Prasanna Ramaswamy G (IAS) – Secretary to Government, Tribal Affairs Department

Aflaq Ahmad (JKAS) – Under Secretary to Government, Revenue Department

Abhimanyu Singh (JKAS) – Manager-cum-Protocol Officer, Resident Commission, New Delhi

These officers will coordinate across departments to operationalize the Kendras, monitor case progress, and escalate matters when required for higher-level intervention.

Stakeholders Directed to Act Immediately

All relevant departments and stakeholders have been instructed to implement the provisions of the government order with immediate effect, ensuring that the Sainik Sahayta Kendra becomes a functional and responsive mechanism for soldiers seeking assistance.

This initiative reflects the administration’s commitment to the welfare of the defence personnel hailing from the Union Territory. It aims not only to resolve grievances swiftly but also to foster a greater sense of care, connection, and coordination (DD)
