Leh: DD, The Administrative Secretary of Agriculture and Cooperative Department, Bhupesh Choudhary, today chaired the meetings of the Departmental Promotion Committees (DPCs) convened for both the Cooperative and Agriculture Departments at the Civil Secretariat, Leh.
The meetings were held to ensure a fair, timely, and transparent promotion process aimed at strengthening administrative efficiency and boosting departmental morale.
During the meeting, four key agendas pertaining to the Cooperative Department were taken up. The first agenda discussed the promotion to the Gazetted post of Assistant Registrar, while the second focused on promotions to the Head Assistant post, wherein Supervisors and Auditors were considered eligible for elevation to the post of Inspector/Junior Auditor. Two vacancies were identified for promotion under this category.
The third agenda involved the promotion of Supervisors to Inspector/Junior Auditor, with two available vacancies, one clear and one resultant.
It was noted that both vacancies would be filled entirely through promotion, ensuring due consideration to eligible officials. The committee also took note of current positions, retirements, and leave vacancies in the cadre.
The fourth agenda pertained to the in-situ (time-bound) promotion in the Cooperative Department. Five officials appointed on February 19, 2016, have completed nine years of satisfactory service in the present grade as of February 18, 2025, thereby qualifying for the next level of promotion under the time-bound scheme.
For the Agriculture Department, the DPC deliberated on the promotion of Head Assistants to the post of Section Officer.
Two vacancies were reported, one arising from the retirement of Mohd Hussain, Section Officer, and another due to the retirement of Abdul Wahid, Section Officer.
The eligible Head Assistant, as proposed by the Joint Director, Agriculture Department, was considered for promotion.
During the meeting, Bhupesh Choudhary emphasized the importance of maintaining procedural accuracy, including verification of rosters, the timeline of vacancies, completion of Annual Confidential Reports (ACRs), vigilance clearances, and the proper categorization of notices for departmental transparency.
He also directed that the Drawing and Disbursing Officers (DDOs) ensure verification of service books and relevant documents during the Official Departmental Committee proceedings.
The meeting for Gazetted-level promotions was attended by the Administrative Secretary, GAD, and the Additional Registrar, Cooperatives.
For Non-Gazetted posts, the DPC comprised the Administrative Secretary, Cooperative Department, Additional Registrar, Cooperatives, Additional Secretary, Finance Department, Deputy Secretary/Under Secretary, GAD, a representative from the concerned Administrative Department (not below the rank of Under Secretary), and the Deputy Registrar, Cooperatives, Leh/Kargil.
Similarly, for the Agriculture Department, the DPC included the Joint Director, Agriculture Department, as Member-Convenor, along with the Additional Secretary, Agriculture Department, Additional Secretary, Finance Department, Deputy Secretary, GAD, and the Chief Agriculture Officers of Leh and Kargil.DD
