Leh: DD, Lieutenant Governor of Ladakh, Shri Kavinder Gupta, has called for a strengthened and technology-driven policing framework to counter the rising threat of “white-collar” terror modules—networks that operate through funding channels, logistical support and sophisticated planning rather than overt acts of violence.
Addressing the concluding session of the 2-Day State/UT-Level Conference on Dissemination and Implementation of DGsP/IGsP Conference Recommendations 2025, organised by Ladakh Police at the CIBS Auditorium Hall in Choglamsar, the Lt Governor emphasised that “white-collar” terror modules represent an evolving security challenge and require enhanced intelligence gathering, financial-trail tracking, cyber vigilance and seamless inter-agency coordination. He stressed the need for accelerated deployment of modern investigative tools and advanced training so that the police force remains fully equipped to counter unconventional and technology-enabled threats.
The Lt Governor said that Ladakh’s unique realities—its strategic location, challenging climate, limited connectivity and rapidly evolving security environment—necessitate a shift from conventional policing to technology-enabled, intelligence-led and community-engaged proactive policing.
Calling the conference a critical platform for strengthening Ladakh’s security framework, he stressed the urgent adoption of modern investigative tools, advanced training, and data-driven decision-making so that the police remain fully prepared to counter emerging, tech-enabled threats.
The Lt Governor also highlighted the growing challenge of radicalisation, urging the police to prioritise community engagement, awareness campaigns, educational outreach and early-intervention mechanisms to safeguard youth and protect Ladakh’s social harmony.
Outlining a roadmap for “Surakshit Ladakh” aligned with the national vision of Viksit Bharat, he said the region’s security architecture must be built on robust intelligence systems, cyber vigilance, modern infrastructure, AI-driven monitoring, geospatial intelligence, advanced communication tools, and strong community partnerships.
He emphasised that modern policing requires continuous upgradation of skills through structured training programmes, field exercises and digital learning platforms such as iGOT, enabling Ladakh Police personnel to stay adaptable and resilient.
Recognising Ladakh Police’s important role in tourism management, public order and border security, he said ensuring tourist safety and vigilant border policing is vital to the UT’s security and economic growth.
Calling the conference discussions “action-oriented and outcome-focused,” the Lt Governor urged officers to frame clear, measurable and implementable recommendations. Reaffirming full support from the Union Territory Administration, he expressed confidence that Ladakh Police will evolve into a modern, accountable and citizen-centric force and emerge as a model for the country.
Earlier, DGP Ladakh, Dr SD Singh Jamwal, in his address, briefed about the All India DGsP/IGsP Conference 2025 held in Bhubaneswar, where the Hon’ble Prime Minister directed that the conference recommendations be disseminated and implemented across States/UTs to improve policing skills and efficiency.
He informed that recommendations relevant to Ladakh—such as disaster management, crime control, cyber crime, tourist safety, law and order efficiency, technology platforms for better policing and the new criminal laws—were shared and deliberated with participants during the two-day conference.
Principal PTC Stongsar, Altaf Shah, summarised the conference, highlighting implementation of DGP/IGP recommendations, iGOT Karmayogi training, NATGRID, CCTNS 2.0, disaster management with UTDRF, modern anti-riot and crowd control techniques, narco investigation tools, tourist safety via the Jullay Tourist app, and the role of AI and OSINT in strengthening Ladakh policing.
Vikas Kumar, in-charge DIG Leh–Kargil Range, briefed the Lt Governor on the objectives of the two-day conference, while Staff Officer to DGP, Shri Farhan Jahanzeb Naqash, delivered the vote of thanks.
