Military -Civil Fusion initiative to enhance operational understanding organised at Mamum, Pathankot

Mamun (Pathankot): The Indian Army successfully conducted a comprehensive Military–Civil Fusion (MCF) initiative at Mamun strengthening coordination, enhancing operational understanding and fostering whole-of-government integration between the Armed Forces and Civil Administration.


The purpose of this multi-layered engagement was to provide a unified platform where military leadership, district authorities, police organisations, disaster-response agencies, technical departments, and educational institutions could interact, exchange perspectives, and refine collective preparedness for governance challenges, crises, and emergencies.


Over the course of 18 days, the initiative brought together senior civil officials, law-enforcement representatives, subject-matter experts, school students, NCC cadets and community stakeholders, for whom a series of interactions and activities were organised.


The programme was conducted specifically for civil departments, state police, disaster-management bodies, technical agencies and youth groups, enabling them to gain deeper exposure to Army capabilities and coordinated crisis-response mechanisms.


At the same time, the Army benefited from understanding civil-governance structures and departmental workflows, reinforcing a synchronised approach to future cooperation.
The initiative culminated with a structured Joint Roadmap Discussion, identifying actionable steps for improved civil–military cooperation, enhanced information-sharing, integrated emergency response, and sustained engagement with communities and educational institutions.
Senior military leadership emphasised that Civil–Military Fusion remains a cornerstone of national preparedness, governance efficiency, and community resilience.DD
