J&K Administration Issues New Guidelines to Safeguard Sensitive Information

‘Move Aimed at Preventing Data Breaches, Enhancing Security’

Srinagar,( TDD) In a significant move to enhance data security, the Jammu and Kashmir administration has issued comprehensive guidelines to ensure the secure handling of sensitive, secret, and confidential communications.

This directive aims to curb unauthorized access, data breaches, and leaks of classified information.

According to the circular issued by the General Administration Department (GAD), there has been an increasing trend among government officials using third-party platforms like WhatsApp and Gmail for transmitting classified information. The administration has flagged these platforms as non-compliant with stringent security protocols required for official communications.

Key Highlights of the Guidelines

  1. Categorization of Classified Information

Classified information has been divided into four categories:
TOP SECRET, SECRET, CONFIDENTIAL, and RESTRICTED.

TOP SECRET & SECRET

Must never be transmitted over the internet.

Only permissible through closed networks with leased line connectivity and SAG-grade encryption mechanisms.

CONFIDENTIAL & RESTRICTED

May be shared online but strictly through networks with AES 256-bit encryption.


  1. Use of Secure Platforms

Officials are encouraged to rely on government-approved services such as:

NIC Email for emails.

Samvad and Sandesh for messaging.

Downgrading the classification of sensitive information for convenience is strongly discouraged.


  1. e-Office and Remote Access Security

e-Office Systems:

Must have firewalls and a secure VPN setup.

TOP SECRET and SECRET communications require strict adherence to secure, closed networks.

Work-from-Home Guidelines:

Security-hardened devices and VPN-secured connections are mandatory.

Sharing TOP SECRET and SECRET information remotely is prohibited.

  1. Video Conferencing Protocols

Only government-approved platforms by CDAC, CDOT, and NIC are permitted for official meetings.

Use features like Waiting Rooms and participant registration for additional security.

TOP SECRET and SECRET information must not be shared during video conferences.


  1. Precautions for Physical Meetings

Digital assistant devices such as Amazon Alexa, Google Home, and Apple Siri should be removed during discussions involving classified topics.

Smartphones must be deposited outside meeting rooms for sensitive discussions.

Strict Compliance and Disciplinary Action

The administration has emphasized that non-compliance with these measures will invite disciplinary action. These steps underscore the governmentโ€™s commitment to safeguarding sensitive data and maintaining the integrity of official operations. (TDD)
