Srinagar, TDD,Tensions have escalated between J&K Chief Minister Omar Abdullah and Lieutenant Governor Manoj Sinha over the reappointment and extension of government officials. This conflict arose after CM Abdullah ordered a pause on reappointments and extensions of government employees on December 3. However, just ten days later, the LG approved a two-year extension for the Vice-Chancellor of Sher-e-Kashmir University of Agricultural Sciences and Technology (SKUAST), Prof. Nazir Ganai, and a three-year reappointment for the Vice-Chancellor of Jammu University, Prof. Umesh Rai, effective April next year.
The LG’s actions, based on powers granted under the J&K Reorganization Act, have been interpreted by experts as a direct challenge to the elected government’s authority. Analysts note that such decisions reflect the lingering complexities of power-sharing in J&K following the abrogation of Article 370 and the establishment of the Union Territory.
Sources close to CM Abdullah reveal he has traveled to Delhi, accompanied by senior party leaders, to express his dissatisfaction with these moves and seek clarity from the Union Home Ministry.
Experts warn that the standoff could strain governance and collaboration between the elected government and the LG’s office. Constitutional expert Dr. Zahid Farooq remarked, “This situation highlights the unresolved tensions between the autonomy of an elected government and the overarching powers vested in the LG, raising questions about democratic accountability.” Meanwhile, political analysts opine: “The reappointments may set a precedent for more unilateral decisions, potentially undermining the elected government’s policies.”
