A one-day workshop on the Formulation of Budget Estimates and the Delegation of Financial Powers Rules

Leh, DD, A one-day workshop on the Formulation of Budget Estimates and the Delegation of Financial Powers Rules (DFPR), 2024 was held at the Rural Development Department’s Resource Centre in Leh today. Organized by the Finance Department, UT of Ladakh, though experts from the Ministry of Home Affairs and Ministry of Finance, Government of India, the workshop aimed to enhance knowledge of Budget formulation and Delegation of Financial Power Rules, 2024, among district officers, DDOs, accounts personnel, and departmental assistants. The delegation was led by Mr. Ashitosh Singh from the Ministry of Finance.

The session commenced with the welcome address by Dr Zulfikar Ali, who emphasized the significance of such workshops in clarifying procedures related to budget formulation and provisions of DFPR 2024, particularly in light of challenges faced by departments during the previous budget cycle in UT Ladakh. This session was conducted in response to these concerns to offer clarity and practical guidance.

Mr. Manoj Kumar from the Ministry of Finance delivered a detailed presentation covering Rule 10 of DFPR 2024, NS/NIS limits, re-appropriation rules, and recent updates compared to DFPR 1978. The workshop also introduced key modules of the Unified Budget Interface System (UBIS), including updates to DDG, re-appropriation, autonomous bodies, and revenue expenditure components.

The workshop concluded with an interactive session, where participants from various departments- such as Education, Tourism and others sought clarifications on finance-related challenges.

The Finance Department expressed appreciation for the support from central ministries and reiterated the need for similar training sessions in the future to further strengthen the financial management capacities of Ladakh’s administrative departments.DD
