ACD Kishtwar Issues Show-Cause Notice to GRS Over Alleged Fake Attendance Under MGNREGA

The Office of the Assistant Commissioner Development (ACD), Kishtwar, has issued a show-cause notice to a Gram Rozgar Sahayak (GRS) of Panchayat Halaqs over alleged marking of fake and fictitious attendance through the National Mobile Monitoring System (NMMS) under the MGNREGA scheme, leading to undue loss to the State Exchequer.

According to the notice dated January 2, 2026, the NMMS mandates real-time, geo-tagged and time-stamped photographic attendance of workers to ensure transparency, accountability and integrity in scheme implementation. The GRS concerned was responsible for monitoring, verifying and ensuring accurate attendance marking through the NMMS mobile application by mates and job card holders, and for cross-checking the same with physical verification and photographs uploaded on the NeGros portal.

The notice states that the GRS had been specifically warned during a virtual meeting held on January 1, 2026, to refrain from marking or facilitating fake attendance through NMMS and to vigilantly monitor such practices to prevent irregularities, failing which strict action including termination would follow. Despite the warning, the notice alleges that the GRS failed to discharge duties diligently and did not monitor attendance practices effectively.

It further states that upon checking and verification of attendance photographs uploaded on the NeGros portal and NMMS data on January 2, 2026, fake, fictitious and fabricated attendance was found to have been marked and uploaded against MGNREGA works in the Panchayat. This allegedly resulted in undue and wrongful payment to non-working persons or job card holders, causing substantial loss to the State Exchequer.

The notice terms the alleged acts as gross negligence, dereliction of duty and complicity in malpractices, constituting serious misconduct and violation of MGNREGA guidelines, J&K Civil Services Rules, and contractual terms of engagement as GRS, warranting major penalty including termination of services.

The GRS has been called upon to submit a written reply, supported by evidence or documents, within two days of receipt of the notice, explaining why contractual services should not be terminated forthwith and why disciplinary action, including recovery of wrongful payments, should not be initiated. The notice states that failure to respond within the stipulated time would result in ex-parte proceedings, immediate termination of services, withholding of pending honorarium, initiation of recovery proceedings, and recommendation of further action to the District Programme Coordinator (MGNREGS) and the District Development Commissioner, Kishtwar.

The notice has been issued by Manoj Kumar (JKAS), Assistant Commissioner Development, Kishtwar, with copies forwarded to the District Development Commissioner (DPC, MGNREGS), Kishtwar; Director, Rural Development, Jammu; Additional District Development Commissioner, Kishtwar; Block Development Officer, Bunjwah/Tringam/Dachhan; and the Private Secretary to the Secretary to the Government, Department of RDD & PR, Civil Secretariat, Jammu/Srinagar.
