Amit Shah reviews implementation of New Criminal Laws in J&K

Srinagar, (DD): Union Home Minister Amit Shah today chaired a high-level meeting in North Block, New Delhi, to review the implementation of India’s new criminal laws in Jammu and Kashmir. The meeting was attended by Chief Minister Omar Abdullah, Lieutenant Governor Manoj Sinha, and senior officials from both the Central and J&K governments.

The review focused on the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA), which came into effect on 1 July 2024. These laws replaced the Indian Penal Code (IPC), Code of Criminal Procedure (CrPC), and Indian Evidence Act of 1872, bringing in modern legal provisions aimed at faster justice delivery, improved policing, and better protection of citizens’ rights.

The new criminal laws introduce significant changes, including:

Stronger provisions against organised crime, terrorism, and cybercrime

Enhanced protection for women, children, and marginalised communities.

Despite being a Union Territory, Jammu and Kashmir faces distinct security and governance challenges, given its history of conflict, terrorism concerns, and ongoing political transition. While law and order in J&K remains under direct Central government control since the region’s bifurcation in 2019, Chief Minister Omar Abdullah’s participation in the meeting signals greater coordination between the Union and J&K governments on legal and administrative matters.

The Union Home Minister has been conducting similar implementation reviews across several states, including Uttar Pradesh, Haryana, Uttarakhand, Madhya Pradesh, and Gujarat, to ensure a smooth transition from the colonial-era legal system to the new Indian framework.

This review meeting marks an important step in assessing how effectively the new legal system is functioning in J&K’s complex legal and security environment. With growing concerns over crime prevention, terrorism, and public safety, the implementation of these laws will be closely monitored to ensure their effectiveness in enhancing justice and law enforcement in the region(DD)
