BJP MLAs Question CLU Policy, JDA’s Expanding Jurisdiction; Sakina Itoo Blames Previous Administration

Jammu, (DD) The Change of Land Use (CLU) policy and the expansion of Jammu Development Authority’s (JDA) jurisdiction became flashpoints in the Jammu and Kashmir Assembly today as BJP MLAs from Jammu and Samba raised concerns over their impact on local residents.

Vijaypur MLA Chander Prakash Ganga questioned the government about the JDA’s growing jurisdiction, demanding clarity on whether its authority now extends into Samba.

“The people want to know—where does JDA’s jurisdiction end? Has it now expanded beyond Jammu and into Samba?” he asked, highlighting public anxiety over increased land regulations.

Sakina Itoo Defends Government, Points to 2022 Policy

Responding to the concerns, J&K Minister for Industries and Commerce, Sakina Itoo, distanced the current government from the CLU policy, clarifying that it was implemented in 2022, before the NC-Congress alliance came to power.

“This was not our decision. The CLU policy was introduced in 2022, when we were not in power. Those questioning it should ask the previous administration,” she said, indirectly holding the BJP-led LG administration responsible for the policy.

BJP Dismisses Minister’s Response as ‘Unsatisfactory’

However, BJP MLAs were not convinced by Itoo’s explanation, accusing her of defending her department instead of addressing public concerns. They argued that people are frustrated with land-use policies that impact livelihoods and property rights.

“The minister is simply defending her department rather than addressing the real issues that people are facing. The response was not satisfactory,” a BJP MLA remarked, insisting that the government must review the CLU policy and clarify JDA’s exact jurisdiction.

Growing Public Concerns Over Land Regulations

The CLU policy, which allows agricultural land to be converted for commercial and industrial use, has sparked unrest among landowners and residents, particularly in Jammu and Samba. Many fear that unchecked industrial expansion could impact local livelihoods and infrastructure.

With JDA’s jurisdiction now extending to Vijaypur, opposition voices are demanding greater transparency and consultation with stakeholders. As the issue gains momentum, it is likely to remain a major flashpoint in Jammu’s political discourse in the coming weeks. (DD)
