Budget Discussion for Revised Estimates 2024-25, 2025-26 to begin from November 27

Srinagar, TDD,The discussions on the Revised Estimates for the 2024-25 Budget and the Budget Estimates for 2025-26 will commence on November 27.

The discussions will cover both Revenue and Capital components, including the CSS/PMDP/Loan components. A detailed schedule for the discussions has been shared with departments.

In preparation for the upcoming discussions, the Finance Department has directed all concerned departments to submit their Action Taken Reports (ATRs) on any Budget Announcements, along with detailed information on the Establishment Budget and Fiscal Responsibility and Budget Management (FRBM) compliance. Departments are expected to submit these reports well ahead of the scheduled discussion dates to ensure smooth proceedings.

Additionally, departments are required to present comprehensive PowerPoint presentations, which should include data on staffing trends, including sanctioned, in-place, and contractual staff, as well as the trends in scheme-wise revenue and capital expenditure. The reports should also include a five-year analysis of revenue receipts, the scope for revenue enhancement, details of major ongoing projects, total liabilities related to these projects, and the achievements made against prior deliverables. The presentations must also incorporate the key features for the upcoming year, including output/outcome targets.

The Finance Department has emphasized that only essential officers should attend the respective departmental meetings, with Heads of Departments based in Srinagar participating via video conferencing from the Civil Secretariat.

The structured approach aims to streamline the budget review process, ensuring thorough discussions and efficient planning for the upcoming fiscal years.(TDD)
