District Admin Rajouri Declares Kheora Culvert Unsafe, Closed for Repair Work

Rajouri: DD, The district administration Rajouri has declared the Kheora Culvert on the BRO road as unsafe and unfit for traffic movement, ordering its immediate closure for repair and reconstruction work.

As per an official order issued by Mohd Jhangir Khan (JKAS), Additional District Magistrate Rajouri, the decision follows a meeting held on 08 October 2025 under the chairmanship of the District Magistrate Rajouri, where it was brought to notice that the culvert is in a dilapidated and structurally unsafe condition, posing a serious threat to public safety.

Following verification and inputs from the Border Roads Organisation (BRO), the administration confirmed that continued vehicular movement over the culvert could lead to accidents or loss of life and property.

Invoking powers under Section 152 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, the ADM ordered the immediate closure of the Kheora Culvert for all kinds of vehicular movement until completion of the repair or reconstruction work.

During the closure period, the Bella Bridge Road will serve as the designated alternate route for all categories of traffic. The Traffic Police and District Police Rajouri have been directed to regulate vehicular movement, ensure smooth traffic flow, and prevent congestion or inconvenience to the public.

The BRO Rajouri has been instructed to install proper barricades, signage, safety lighting, and warning indicators at the site and expedite the completion of the work. Meanwhile, the Executive Engineers of PHE and PDD have been directed to relocate pipelines and electric poles within the construction zone to facilitate uninterrupted work.

The order will remain effective until the completion of repairs or until further instructions. Violation of the order will attract penal action under relevant provisions of law, the ADM stated. (KNC)
