Kathua,TDD,The District Magistrate of Kathua Dr. Rakesh Minhas (IAS) has issued comprehensive guidelines for the storage and sale of firecrackers ahead of Diwali celebrations on November 1, 2024.

Under the directive issued by Dr. Rakesh Minhas, IAS, District Magistrate of Kathua, only licensed vendors will be permitted to sell fireworks from designated locations after obtaining necessary clearances from the Single Window, DC Office. The administration has specifically mandated that only green crackers will be allowed for sale in accordance with the competent authority’s advisory.

Key restrictions include a ban on several high-decibel fireworks such as chocolate bombs, chain crackers, and rocket bombs to curb noise pollution. The order also prohibits the sale of imported fireworks containing sensitive chemical substances that don’t comply with Indian Noise Level Standards.

To ensure safety, strict regulations have been put in place regarding storage limits and electrical arrangements at licensed premises. The guidelines mandate proper illumination and ban loose electrical wiring near explosive storage areas. Additionally, individuals under 18 years, those intoxicated, or of unsound mind are prohibited from handling or transporting explosives.

The order, effective immediately until November 1, 2024, includes provisions for price transparency, requiring all crackers to display proper price tags inclusive of local taxes. Violators will face prosecution and cancellation of their licenses, with their stock subject to seizure under the law.TDD
