GAD conducts training for revenue officers on Domicile Certification

Leh, DD: The Chief Secretary of the Union Territory of Ladakh, Dr. Pawan Kotwal, today chaired a review meeting to assess the status of requisitioning vacancies to the designated recruiting agencies, namely the Ladakh Subordinate Services Staff Selection Board (LSSSSB), the Leh Autonomous Hill Development-Subordinate Services Recruitment Board (LAHD-SSRB), and the LAHDC-Kargil Subordinate Services Recruitment Board (LAHDC-KSSRB).

The Chief Secretary was informed that approximately 841 vacancies are being referred to the LAHDC-Kargil Subordinate Services Recruitment Board, 547 vacancies to the Leh Autonomous Hill Development-Subordinate Services Recruitment Board, and 211 vacancies to the Ladakh Subordinate Services Staff Selection Board. He emphasized the importance of timely and accurate requisitioning in accordance with the revised reservation rules to ensure prompt recruitment and efficient human resource management across UT Ladakh.

Dr. Kotwal directed all Administrative Departments to verify the vacancy positions—existing and anticipated (due to retirements up to December 31, 2025)—and submit them to the respective recruiting boards providing reservation as per updated reservation roster.

He also asked the recruitment boards to notify the syllabus for upcoming examinations to ensure transparency and adequate preparation time for candidates.

Later in the afternoon, the General Administration Department (GAD) conducted a structured training session for the competent authorities, i.e., Tehsildars, along with their dealing assistants from both Leh and Kargil districts, focusing on the streamlined and uniform issuance of Domicile Certificates.

The training was held at the DC Conference Hall, Leh, and was conducted by Michael M. D’Souza, Administrative Secretary, GAD. The session was structured to ensure clarity, legal compliance, and administrative consistency in the issuance of Domicile Certificates, in accordance with the provisions of the Ladakh Civil Services Decentralization and Recruitment–Grant of Domicile Certificate (Procedure) Rules, 2025.

A detailed presentation was made on the procedural framework and documentation requirements related to the issuance of domicile certificates.

Participants were trained on the Standard Operating Procedures (SOPs), document requirements, and verification processes. Special emphasis was placed on the proper issuance of certificates and correct maintenance of records of issuance to ensure uniformity and accountability across all tehsils.

Field-level challenges were discussed in detail, and Tehsildars were encouraged to share their experiences and best practices to improve the implementation process.
The training also covered the Ladakh Reservation (Amendment) Rules, 2025, including the updated formats for Scheduled Tribe (ST) certificates for UPSC-recruited gazetted posts and Actual Line of Control (ALC) certificates.

The session was attended by Romil Singh Donk, Deputy Commissioner, Leh; Rigzin Spalgon, Additional Secretary, GAD; Shabir Hussain, Assistant Commissioner Revenue, Leh; Mohd Taqi, Under Secretary to the Chief Secretary/GAD; Mohd Shabir, OSD to the Chief Secretary; Sandeep Singh, Under Secretary, GAD; and all Tehsildars along with their dealing assistants from Leh and Kargil. The Assistant Commissioner Revenue, Kargil, Jahangir Akhone, and the Naib Tehsildars also participated in the training through video conference.DD
