J&K Government Appoints CCE-2023 Candidates to JKAS and Accounts Services

Jammu, (DD)In a major development, the Jammu and Kashmir Government has officially appointed candidates selected through the Combined Competitive Examination (CCE)–2023 to the prestigious Jammu and Kashmir Administrative Service (JKAS) and J&K Accounts (Gazetted) Service.

The appointments have been made vide Government Order No. 527-JK(GAD) of 2025 dated 28 April 2025, following the recommendations of the Jammu and Kashmir Public Service Commission (JKPSC), as per letter No. PSC/Exam/CCE(M)/2023/46 dated 4 April 2025.

The appointees, listed in Annexure-I of the order, will be placed in the pay scale of Level 8 (Rs 47,600 – Rs 1,51,100) and will serve on a temporary basis initially. Each officer will be on probation for a period of two years, during which they must undergo mandatory training and pass departmental examinations.

As part of the initial induction process, candidates have been directed to report to the Director General of the J&K Institute of Management, Public Administration and Rural Development (IMPA&RD) to begin their foundation course, in accordance with the training policy notified by the government in 2019. While JKAS appointees will continue training at IMPA&RD, those allotted to the J&K Accounts (Gazetted) Service will subsequently proceed to the Directorate of Accounts and Treasuries for further training.

The government has made it clear that appointees must produce original documents—including academic qualifications, date of birth, domicile, and relevant category certificates—at the time of joining. Failure to join within 21 days of the order’s issuance will result in the cancellation of the appointment without further notice.

Further, salary disbursement will be contingent upon the verification of documents and submission of an affidavit affirming the genuineness of certificates. Any adverse verification will lead to immediate cancellation of the appointment.

Additionally, appointees who have availed self-employment loans through the District Industries Centre (DIC) or Employment Department are required to relinquish proprietorship or stakes in such ventures prior to joining, and arrange for repayment of the loan through deductions from their salary.

The government has clarified that the list of appointees is not indicative of seniority, which will be determined by the respective cadre-controlling departments in line with the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956.

The appointments remain subject to medical re-examinations and any legal proceedings pending before competent courts, if applicable.

This announcement marks a significant step in strengthening the administrative framework of the Union Territory and infusing fresh talent into its bureaucratic ranks.(DD)
