Jammu: DD, The Jammu and Kashmir Government is facing outstanding liabilities amounting to ₹4,468 crore towards retired employees, covering dues under the General Provident Fund (GPF), gratuity, commutation, and leave salary.
According to official data, the unpaid liabilities as of October 22, 2025, include ₹2,390 crore under GPF, ₹1,537 crore under gratuity, ₹332 crore under commutation, and ₹209 crore under leave salary. These pending dues remain to be cleared in various treasuries across the Union Territory.
During the current financial year, the Government has already settled bills worth ₹2,160 crore under GPF, ₹770 crore under gratuity, ₹545 crore under commutation, and ₹229 crore under leave salary up to October 22, 2025. However, officials noted that despite these payments, a substantial portion of liabilities is still pending due to budgetary constraints and ongoing verification procedures.
To address the issue on humanitarian grounds, the Government has introduced a special priority mechanism for timely clearance of retirement cases. Two senior officers, one each in Srinagar and Jammu, have been designated to identify and recommend cases requiring immediate attention. These include cases related to serious health conditions, marriages, children’s tuition fees, and pilgrimage expenses.
Officials said such cases are routed through the Chief Minister’s Secretariat, Ministers, MLAs, and the office of the Chief Secretary and are taken up in weekly review cycles to ensure early clearance and relief to affected pensioners and their families.
The Finance Department has assured that all pending liabilities will be cleared in a phased and transparent manner. “We are fully committed to easing the financial distress of retired employees. The clearance process is being carefully monitored to maintain fiscal discipline while ensuring welfare commitments,” officials stated.
They further emphasized that the Government’s focus remains on improving treasury operations, enhancing efficiency, and ensuring that no eligible retiree is left waiting indefinitely for their rightful dues. “The broader aim is to make the system more responsive, humane, and financially sustainable,” they added.
