J&K Govt Issues Fresh Guidelines for MLAs; Rs 3 Cr Annual Constituency Development Fund Approved

Srinagar, (DD): The Jammu and Kashmir government has introduced new guidelines for Members of the Legislative Assembly (MLAs), granting them an annual allocation of Rs 3 crore under the Constituency Development Fund (CDF). The move aims to empower legislators in addressing local developmental needs while ensuring transparency and accountability in fund utilization.

As per the revised guidelines, MLAs can utilize the CDF for a range of public welfare and infrastructure projects, including road development, healthcare, education, water supply, sanitation, and other community-based initiatives. The objective is to bridge developmental gaps and improve the standard of living in their respective constituencies.

To prevent fund mismanagement, the government has introduced stringent monitoring mechanisms. MLAs are required to submit detailed proposals before executing any project, with mandatory approval from the designated authorities. Regular audits will be conducted to ensure funds are utilized effectively and in compliance with the set guidelines.

A senior official stated that the updated policy aims to make development more need-based and responsive to the requirements of the people. “The funds will be disbursed in a phased manner, and every MLA must adhere to the approved utilization framework to ensure equitable development,” he said.

While many legislators have welcomed the enhanced allocation, some have raised concerns over bureaucratic delays that often hinder project execution. They have urged the administration to streamline the fund release process to ensure timely implementation of developmental initiatives.

The revised CDF scheme is expected to bring tangible improvements across Jammu and Kashmir, offering legislators the necessary financial support to address pressing local issues and uplift their constituencies.(DD)
