J&K Govt to Introduce Three Key Bills, Seven Private Members’ Resolutions also be Moved on Wednesday

Bills, Amendment to the J&K Panchayati Raj Act 1989, Labour and Employment Bill 2025, J&K Cooperative Amendment Bill 2025 to be Introduced

Srinagar:DD, The Jammu and Kashmir Legislative Assembly is set to convene on fourth day on Wednesday, October 29, with an extensive agenda that includes the introduction of key government bills and several private members’ resolutions focusing on rural development, employment, rehabilitation, and agricultural reforms.

According to the List of Business issued by the Assembly Secretariat as per news agency Kashmir News Corner — KNC, Minister for Rural Development and Panchayati Raj, Javid Ahmad Dar, to introduce, “A Bill to amend the Jammu and Kashmir Panchayati Raj Act, 1989 (Act No. IX of 1989) (L.A. Bill No.5 of 2025)” already published in an extraordinary issue of the Official Gazette.

Deputy Chief Minister Surinder Kumar Choudhary, Incharge Labour and Employment to introduce,” A Bill to amend and consolidate the laws relating to regulation of employment and other conditions of service of workers employed in shops and establishments and for matters connected therewith or incidental thereto. (L.A. Bill No.6 of 2025)” already published in an extraordinary issue of the Official Gazette, list of business reads.

Minister Javid Ahmad Dar who is also minister for Cooperatives will also introduce another Bill to amend the Jammu and Kashmir Cooperative Societies Act, 1989 (Act No. XVII of 1989) (L.A. Bill No.7 of 2025)” already published in an extraordinary issue of the Official Gazette.

Among the private members’ resolutions scheduled for discussion, NIZAM-UD-DIN BHAT to move, “This House unanimously resolves to impress upon Government to initiate process of establishing the Jammu and Kashmir National Law University at Srinagar, without any further delay, as the funds earmarked for the first phase have already been provided.”

DR. SYED BASHIR AHMAD (VEERI) to move, “This House resolves that in view of lack of opportunities for employment in private sector, generation of employment avenues in public and private sector, like other States of Union of India, be explored and agro-based business opportunities be sponsored by the Government.”

PAWAN KUMAR GUPTA to move, “This House urges the Government to take immediate steps for relief and rehabilitation of all victims of the recent floods and landslides, seek special assistance from the Union Government under National Disaster Relief Fund (NDRF) and ensure adequate compensation and restoration of livelihood to the affected families.”

DR. RAJEEV KUMAR BHAGAT to move, “This House resolves that the Government take immediate steps to revitalize and rehabilitate the irrigation infrastructure across the Union Territory of Jammu and Kashmir by cleaning and restoring the existing canal network, ensuring reliable irrigation water to all agricultural fields particularly at the tall ends, and by providing necessary facilities to farmers for sustained agricultural productivity and economic growth.”

MUZAFFAR IQBAL KHAN to move, “This House resolves to, implement Rule 49 of Jammu and Kashmir Panchayati Raj Rules, 1996 and Government of Jammu and Kashmir Order No. 267-RD&PR of 2019 dated 04.10.2019 in letter and spirit to ensure the rule of Law. It further resolves that henceforth no contractor shall be allotted the execution of works related to the Rural Development and Panchayati Raj upto three (03) lacs and shall be executed through Halqa Panchayat in accordance with Jammu and Kashmir Panchayati Raj Act, 1989 and Rules framed under the Act.”

AJAZ AHMAD JAN to move, “This House urges the Government to regularize the services of daily wagers working in different Departments and to formulate clear eligibility criteria for their regularization by giving due weight-age to their service duration and performance.”

BALWANT SINGH MANKOTIA to move, “This House resolves that ten (10) marlas of land be allotted, at the earliest, for the construction of residential houses and cattle sheds in favour of the families who lost their land due to landslides during the recent flash floods occurred particularly after 26th August, 2025 in the Union Territory of Jammu and Kashmir.” (KNC)
