J&K Speaker warns Legislators against premature publicity of notices

Jammu,(DD): J&K Legislative Assembly Speaker Abdul Rahim Rather has strongly opposed the premature publicity of legislative notices by certain members, stating that it violates parliamentary rules and conventions.

Citing Rule 368 of the Rules of Procedure and Conduct of Business in the J&K Legislative Assembly, he clarified that notices must not be publicized before being admitted by the Speaker and officially circulated to members. He also referenced Rule 334-A of the Lok Sabha Rules, which carries a similar restriction.

The Speaker criticized PDP leader Mehbooba Mufti for her recent remarks on the matter, stating that she had been “improperly advised” and that her statements contradicted established parliamentary rules.

Quoting renowned parliamentary experts M.N. Kaul and S.L. Shakdher, Rather emphasized that giving premature publicity to questions, adjournment motions, or resolutions is against parliamentary decorum. He warned that such actions could invite disciplinary measures if repeated.

Regarding the upcoming Budget Session, Rather announced that it will run from March 3 to March 25, followed by a break, and will resume from April 7 to April 11. An all-party meeting is scheduled before the session to ensure smooth proceedings.

The Speaker urged all members to adhere to parliamentary norms and avoid actions that undermine legislative integrity.(DD)
