Jammu: DD, The District Magistrate, Jammu has ordered mandating all landlords, property owners, business owners, and commercial establishment operators in the district to submit detailed information of their tenants, domestic helpers, and employees within seven days.
According to the order, issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, as per news agency Kashmir News Corner — KNC reads, the Senior Superintendent of Police, Jammu has brought to the notice of undersigned that there is an imminent need to conduct verification of tenants/domestic helpers and employees working in private sector/business establishments. Whereas, it is necessary that measures be taken to make the landlords/property owners, business owners, commercial establishment(s), and shop owner(s) accountable before renting out, hiring workers, or making available their premises to tenants/domestic helpers/workers.
Order reads, I consider the threat posed by any adverse elements as an imminent danger to public safety and security that warrants immediate preventive measures under Section 163 of Bharatiya Nagarik Suraksha Sanhita (BNSS). Now, therefore, for the reasons aforestated, and by virtue of powers vested in me under Section 163 of BNSS, I, Dr. Rakesh Minhas, IAS, District Magistrate, Jammu, do hereby order and require all landlord(s), owner(s) of properties, attorney holder(s), person(s) in charge of properties, contractors, business owner(s), commercial establishment(s), and shop owner(s) in any capacity (hereafter called “owners”) located within the entire jurisdiction of the District to comply strictly with the following directions, All owners shall, after the issuance of this order, submit within seven days, without fail, the detailed particulars of the tenants/workers as per the Declaration Form (annexed herewith), to be signed by both the owner and the tenants/workers, to the concerned Police Station, either in person or by registered post addressed to the concerned Station House Officer (SHO). The above-mentioned category of persons who have already hired workers or let/sub-let/rented out their house(s) or part(s) thereof to any tenants/workers prior to the issuance of this order, shall submit the detailed particulars of the tenants/workers as per the declaration form to the concerned Police Station within seven days. It is clarified that all arrangements of hiring workers, as well as letting of property like Paying Guest, tenants, etc., shall be covered by this order. Every SHO in Jammu District shall maintain a separate register for this purpose, it reads.
Order reads, Any person contravening this order shall be punishable under Section 223 of BNSS. As the notice cannot be served individually on all concerned, this order is hereby passed ex-parte. It is being promulgated for the information of the public at large and shall be published on the district website, leading newspapers, and by affixing copies on the Notice Boards of the offices of Commissioner JMC, SSP Jammu, Vice Chairman JDA, all SDMs, all Tehsildars, all SDPOs, and all SHOs of Jammu District. This order shall come into force w.e.f. October 31, 2025, and shall remain in force for a period of eight weeks unless withdrawn earlier, and is subject to further extension or modification. Any contravention of this order shall attract legal consequences as contemplated under Section 223 of Bhartiya Nyaya Sanhita (BNS), 2023, reads the order. (KNC)
