Jammu : DD, The Military-Civil Fusion Capsule (MCFC), an initiative by Indian Army under the aegis of Tiger Division of Rising Star Corps, aimed at fostering synergy between all the stakeholders of Jammu to include the Armed Forces, Civil Administration, BSF, J&K Police, CRPF, CIS, NDRF, Intelligence agencies, Academia, Media, Ex-servicemen & NGOs concluded at Jammu on 29 Oct 2025. The capsule was spread over ten days wherein series of structured engagements including exchange of ideas and brain-storming sessions, familiarisation and cross establishment visits, were undertaken.
It was inaugurated on 15 October and witnessed wide participation from all the stakeholders with the objective of institutionalizing coordination from operational to grassroots levels. The initiative was to know each other’s strengths, challenges and collaboration towards achieving seamless integration and coordination. Cross-establishment visits were undertaken to Army units, IIM Jammu, IIT Jammu, the Divisional Commissioner’s Office, Jammu Zone Police Headquarters, and Border Outposts, encouraging firsthand experience and focusing on operational integration. Specialized sessions during the capsule included deliberations on Perception Management and Information Operations, Humanitarian Assistance and Disaster Relief (HADR), Synthesis of intelligence inputs and Joint Police – Army coordination mechanisms.
The final session held at Tiger Division, included talks from eminent speakers to include Directors of IIM & IIT, Divisional Commissioner Jammu, IGP Jammu, IG BSF Jammu, Director Planning Jammu, senior veterans of Indian Army, who highlighted the importance of multi-level synergy and futuristic goals to be achieved in various domains. GOC Tiger Division emphasised on the Key Takeaways of the capsule with focus on encompassed proposals for dual-use infrastructure, community bunkers, river training and border area development, and the promotion of adventure, border tourism etc in Jammu Region. GOC Rising Star Corps complimented all the stakeholders for the Jointness & Integration achieved so far, deliberated upon continued synergy and cooperation focussed towards “Whole of Region Approach”. The event reaffirmed Jammu’s long-standing legacy of Military – Civil Cooperation, setting a benchmark to enhance regional security, resilience, and development.DD
