Nationwide Civil Defence Drill ‘Operation Shield-II’ Scheduled for May 31 in Border States, Including J&K

New Delhi,(DD): The Ministry of Home Affairs will conduct the second nationwide Civil Defence mock drill, titled ‘Operation Shield-II’, on May 31, 2025, across all districts of states and Union Territories bordering the western frontier, including Jammu and Kashmir.

According to an official order issued by the Additional Director General (Civil Defence), the large-scale exercise is being organized under Section 19 of the Civil Defence Rules, 1968, to boost readiness against potential external threats.

This follows the success of the first drill held on May 7, which helped identify and address several vulnerabilities in high-risk areas.

Key components of Operation Shield-II include:

General and silent recall of civil defence volunteers

Simulated air raids involving enemy aircraft, drones, and missiles

Activation of secure hotlines between Air Force and Civil Defence Control Rooms

Centralized air raid siren tests

Blackout protocols in civilian areas

Simulated drone strikes on military installations

Evacuation drills involving 20 mock victims

Mass casualty response, with deployment of medical teams and arrangement of 30 units of blood

De-induction and mobilization exercises to simulate military troop movements

The Indian Army has requested immediate deployment of Border Wing Home Guards as part of the Rear Area Security Plan.

All district administrations have been directed to conduct the exercise at 1700 hours on May 31, in coordination with local authorities and youth volunteers from NCC, NSS, NYKS, and Bharat Scouts & Guides. Action reports are to be submitted post-drill.

Originally planned for May 29, the drill was postponed due to administrative reasons. Notifications have been sent to all concerned departments, including NDMA, NDRF, Ministry of Youth Affairs, and the Chief Secretaries of J&K, Punjab, Rajasthan, Gujarat, Haryana, and Chandigarh, to ensure seamless execution(DD)
