Ruckus in J&K Assembly as Speaker Asks PDP’s Waheed Parra to Apologize Over Cut Motion Allegations

Diplomat Correspondent

Jammu,(DD) The Jammu and Kashmir Assembly witnessed uproar on Wednesday after PDP MLA Waheed-ur-Rehman Parra alleged that his cut motions were deliberately erased. Speaker Abdul Rahim Rather reprimanded Parra for allegedly misleading the public and media through his post on X (formerly Twitter) and demanded an apology.

Clarifying the rules, the Speaker stated that under Assembly rule 227, cut motions must be submitted three days before the grants are presented. However, Parra had sent his motions via email at 11:37 PM, just a day prior, making it impossible for the concerned departments to process them in time.

Parra defended his stance, claiming that similar motions had been accepted in previous sessions. His remarks sparked protests from National Conference (NC) legislators and Independent MLA Mehraj Malik, briefly disrupting proceedings. The Speaker maintained that 105 of Parra’s cut motions had been admitted and urged him to name any official who had denied their inclusion.

The controversy deepened after Parra posted on X, alleging that the J&K government was merely “an extension of the Governor’s rule to ratify the August 5 move.” The matter was eventually settled after the Speaker’s intervention.(DD)
