OGW accused of running sleeper cell, linked to Pakistan-based handler

Srinagar, (DD): The State Investigation Agency (SIA) Kashmir has arrested an Over Ground Worker (OGW) of Hizbul Mujahideen in Shopian for his alleged role in running a sleeper cell of the banned outfit.
The accused has been identified as Altaf Hussain Wagay, resident of Reban Gund, Behram. Officials said Wagay was working on the directions of a Pakistan-based handler of Hizbul Mujahideen, facilitating unlawful activities and spreading anti-India propaganda.
According to investigators, his actions were aimed at inciting public disorder, fueling communal discord, and challenging India’s sovereignty. The arrest, made during the probe of FIR No. 01/2025, is being described as a significant step in dismantling radicalised sleeper cells that maintain close links with terror handlers and intelligence agencies across the border(DD)
