Srinagar, Jan 11(DD): In a groundbreaking move to promote social welfare and inclusion, Srinagar has become the first district in Jammu and Kashmir to implement the SMILE (Support for Marginalized Individuals for Livelihood and Enterprise) scheme under the Government of India.
Deputy Commissioner Srinagar, Dr. Bilal Mohiuddin Bhat, inaugurated a state-of-the-art rehabilitation center for marginalized individuals, emphasizing the administration’s shift towards empowerment and dignity.
“This is a first-of-its-kind initiative in J&K, addressing the issue of begging through comprehensive rehabilitation rather than punitive measures. Srinagar is proud to lead this transformative effort,” said Dr. Bilal during the inauguration.
The newly established rehabilitation home, with an initial capacity of 50 individuals, is designed to offer shelter, meals, and skill development programs. Dr. Bilal highlighted the departure from outdated laws like the J&K Provincial Baggery Act of 1960, which criminalized begging, stating, “The High Court struck down the Act, reminding us of our responsibility as a welfare state to provide solutions, not punishments.”
The SMILE scheme, introduced by the Government of India, follows human rights guidelines laid out by the National Human Rights Commission and the Supreme Court. It focuses on rehabilitating both transgender individuals and those engaged in begging, addressing the root causes of marginalization.
The District Social Welfare Office, in collaboration with NGO Inpallant Paryas, will oversee the scheme’s implementation. Beneficiaries will receive vocational training in trades like tailoring, boutique work, and bulb-making to ensure sustainable livelihoods.
“This center is not just a shelter but a space for growth and opportunity. By equipping individuals with skills, we aim to help them transition into employment or entrepreneurship,” Dr. Bilal explained.
The initiative also prioritizes education for children previously involved in begging. “Connecting these children to schools is central to breaking the cycle of poverty and exclusion,” he added.
Dr. Bilal praised the efforts of his team, emphasizing that this initiative signals a new beginning for marginalized communities in Srinagar. “This is a milestone for our district. We now have a compassionate and effective solution to rehabilitate individuals and restore their dignity. It is a proud moment for us as a welfare state.”
With operations set to begin immediately, the rehabilitation center is expected to bring about meaningful change, improving the lives of those in need and setting a benchmark for other districts across J&K.(DD)
